Reinvesting revenues from a transportation fuels carbon fee into targeted infrastructure improvements can achieve small decreases in GHG emissions while also improving transportation conditions and generating significant transportation-related net economic benefits; adding complementary policies, such as higher fuel efficiency requirements, achieve much larger GHG reductions and net economic benefits.
