This report was first published as a policy brief in 2007. The objective at that time was to identify the impact of a potential 10,000-ton-per-year CO2 threshold on three sectors of the U.S. economy, with particular attention given to the manufacturing sector. This update of the brief presents the same information, presented now in light of a threshold set at 25,000 tons per year.
