Dr. Lada Kochtcheeva - Comparative Environmental Regulation in the United States and Russia

Students, faculty and staff are invited to attend the third presentation of the Fall 2010 Nicholas Institute and UPEP Environmental Institutions Seminar Series. Our speaker will be Dr. Lada Kochtcheeva, Assistant Professor of Political Science in the School of Public and International Affairs at North Carolina State University.

Dr. Kochtcheeva’s present research focuses on policy innovation, environmental governance mechanisms, and a transition to new modes of regulation. It highlights political and policy pre-conditions for the replacement of command and control systems with flexible instruments such as incentive programs, tradable permits, and pollution charges. It analyzes the introduction of flexible laws and regulations in both air and water quality policies in the United States and the Russian Federation from the 1960s to the present. The central findings of Dr. Kochtcheeva’s work affirm that policy instrument choices depend on the continuity with legal and regulatory traditions, the nature of environmental policy authority, and the capacity of government to ensure compliance with pollution control policies. Institutional practices play a crucial role in structuring the incentives, options, and constraints faced by political actors. The US and Russia’s cases constitute a rich comparative institutional analysis of the continuous political struggle in which regulatory agencies and regulated entities sought to introduce, implement, and justify flexible incentive-based policy instruments. The findings of the study also provide valuable challenges to our understanding of the adoption of flexible policy instruments in other countries, who are searching for viable and effective institutional solutions to environmental challenges.
