Falls Lake Nutrient Strategy - Public Hearing #2

The NC Environmental Management Commission has approved a proposed set of rules comprising the Falls Lake nutrient strategy for public comment and hearings.

The permanent rules are included in the June 15, 2010 edition of the NC Register, available at http://www.oah.state.nc.us/rules/register/Volume24Issue24June152010.pdf (pp. 2191-2241).

This action begins a 60-day public comment period on the rules, which will run through August 16, 2010.  The Division of Water Quality would like to receive your input on the proposed rules.  Your comments must be submitted no later than August 16th to be considered by the NC Environmental Management Commission under this rulemaking.  To have your comments considered, you may send written comments to Mr. John Huisman at one of the contact addresses provided below or present oral comments at one of the hearings listed below.

Two public hearings are scheduled.  Information presented by DWQ will be the same at both hearings.  Comments provided by interested parties at either hearing will be included in the comment record and evaluated by the Hearing Officers.  The dates and locations of the hearings are as follows:

  • Falls Lake Rules - Public Hearing #1

    Date: June 30, 2010

    Time: 7:00pm

  • Falls Lake Rules - Public Hearing #2
    Date: July 1, 2010

    Time: 7:00pm

    Location:  Campbell Lodge  - Durant Nature Park - 3237 Spottswood Street - Raleigh, NC 27615

Also, as a requirement of the rulemaking process DWQ staff completed a fiscal analysis estimating costs to affected parties and benefits of the proposed rules.  This analysis has been approved by the Office of State Budget and Management and is available on their website at http://www.osbm.state.nc.us/ncosbm/economic_analysis/regulatory_analysis.shtm.  (choose the link "View OSBM Approved Significant Agency Rule Changes and Analyses").  The fiscal analysis will also be posted to the Falls stakeholder wiki.
