A market-based cap-and-trade system is at the heart of the major legislative proposals for addressing climate change, and a properly functioning market will be critical to achieving the environmental goals. On October 16, 2009, the Nicholas Institute hosted a workshop in Washington, DC to explore the design and regulation of a national carbon market. Contributors included Professors Leslie Marx, Giuseppe Lopomo, S. Vish Viswanathan, Katherine Schipper, Jennifer Francis, Ph.D candidate Amanda Quriring, and Nicholas Institute Director Tim Profeta.
