Jonas Monast, director of the Climate and Energy Program at the Nicholas Institute; David Hoppock, research analyst at the Nicholas Institute; and Dalia Patino Echeverri, will present a talk titled "Regulating Utilities Under Ucertainty, Balancing Short-Term Costs and Long-Term Risks."
State electric utility regulators face unprecedented challenges with forthcoming U.S. Environmental Protection Agency (EPA) regulations for power plants, fuel price competition and long-term energy and climate policy uncertainty. Separate state economic and environmental regulation of electric utilities can further complicate regulatory decision making. Speakers will discuss state policies and practices that minimize cost risk for ratepayers while reducing the environmental impact of electric utilities and explain a decision making tool that the Nicholas Institite for Environmental Policy Solutions and Duke University will make publically available for utility regulators.
