Kelly joined the Nicholas Institute in 2020 as part of the State Policy program. She graduated in 2020 as well with a master’s degree in Public Policy from Duke’s Sanford School, where her master’s research focused on ascertaining and addressing barriers to local governments in accessing federal funding for flood mitigation. While in school, she also conducted an analysis of local and state conservation policy and finance mechanisms in Jackson Hole, Wyoming for a local conservation non-profit as part of her summer internship.

Prior to graduate school, she worked in various non-profit and governmental conservation roles throughout Wyoming and Colorado, lived briefly in Mallorca, and earned a bachelor’s degree in Environmental Policy from Colorado College.
