The U.S. Environmental Protection Agency (EPA) is moving forward with carbon dioxide regulations for existing fossil fuel power plants under section 111(d) of the Clean Air Act, and President Obama has directed the agency to issue a proposal by June.This panel will provide the latest insight on stakeholder positions and how the debate has evolved over the past year given limited precedent, a wide range of possible flexibility, and a strong state role in implementation. Panelists will explore the legal and policy challenges facing the EPA as it develops guidelines for the states.
The Climate Action Reserve will present Navigating the American Carbon World (NACW) 2014 with its program partner, the Nicholas Institute for Environmental Policy Solutions at Duke University.
