The partnership between our federal and state governments pervades all of public policy in the United States. No policy conversation is properly focused without evaluating its effect on the relationship, write Tim Profeta, director of the Nicholas Institute, and Elizabeth Thompson, president of Compass Pt, in an op-ed for The Hill.

The Nicholas Institute has brought this conversation to the issue of climate change. Profeta and Thompson write about the possible policy and political structures that would enable specific policies to be implemented effectively and efficiently and initial steps that must be taken.
