"The Supreme Court has established that he's required to address carbon pollution under the Clean Air Act, so he is acting under that authority," Tim Profeta, director of Duke University's Nicholas Institute for Environmental Policy Solutions, told NPR. "Most large diversified companies are looking, over at least the longer term, to get some policy on the ground so they have certainty as to what their development paths should be."
