Martin Doyle, director of the Nicholas Institute's Water Policy Program, spoke with scilog on the sidelines of the Symposium of the International Society for River Science, held Sept. 8-13 in Vienna, Austria. In the interview, Doyle talked about the challenges of bridging research and policy, regaining trust in public institutions, one-page memos, and windows of opportunity. First and foremost, interesting policy innovation takes place at the local level, he said.
